The Internet is a vital engine for economic growth, civic participation and free speech. As such it is vital to democracy. Where does the FCC stand on the issue of democracy? With the likes of Burma's junta (which shut down the net) or with Comcast (Quoting from freepress.net "An investigation by the Associated Press caught Comcast secretly inspecting online communications and crippling users' ability to share information with one another")? The difference between the behaviors of the Burmese junta and Comcast is only one of degree of censorship of free speech.
The very principles on which the American experiment in democracy was founded underlie the debate over "net neutrality." The question becomes whether the FCC wishes the American experiment continued success. Does the FCC favor participatory democracy?
